- Management Skills for
New Appointed Managers
As a new manager you
are confronted with a job where the primary focus is getting things done through
others. This practical training course will help making the smooth transition to

Federal Ministry of
Economic Cooperation and Development provides scholarships to study in Germany.

MPM is intended as a
mid-career program for "high potentials" from developing countries and
is completely in English. Participants have at least a BA and normally a
minimum of 3-5 years practical experience in the Public Sector - Ministries,
Municipalities or NGOs. Applicants coming from partner country and organisations
of the German Foundation for International Development (DSE) may be eligible for
a full-tuition waiver as well as a full scholarship. The tuition is currently
16,400DM (8,385 Euro). The Fees cover costs of all courses, the use of
University's facilities, and the internal teaching materials pertinent to the
program. It does not include accommodation and living expenses. Living expenses
in the Potsdam-Berlin area are comparable to other European cities and may be
estimated at about 750 Euro a month. Participants are encouraged to seek full or
partial funding provided by various sources in most countries, such as the
sponsorship of employers, or scholarships offered by public and private
foundations, international organisations, national local governments, or German

Tel. 02351-24580 / Fax: 39973 E-mail: Alexander.vonPlato@Fernuni-Hagen.de Call for Papers The Presence of the Past Transformation and Dealing with the Past in Eastern and Central Europe Conference May 23 - 25, 2002 in Berlin The Institute for History and Biography at the Open University in Hagen, as the German representative of the "International Oral History Association", supported by the "Stiftung Aufarbeitung der SED Diktatur" in Berlin, will hold a conference on the transformation process in Central and EasternEurope. Subjects of the conference will be: individual and collective remembrances of the time before, during and after the transformation process, subjective dealing with the "new time", the investigation and archival and judicial treatment of the past. The conference aims to compare several countries in this region. Two scholars of each country are invited to present papers. One of them should give an overview of the historical, political and judicial developments in his or her country, and the other paper should focus on a concrete example of the experience of this process, and of dealing with the past, within different social groups - elites, parties, public service, churches, intellectuals etc. The main theme of the conference is thus the "Ungleichzeitigkeit" (non-simultaneity) of political structures andmental orientations at times of system transformation. Beside a keynote speech and the mentioned overviews to historical and political developments the preliminary program includes the following sections: life story and personal continuities, problems of new orientations, changes in family and every-day-life, oppression and opposition. The conference will be closed by a panel discussion. The conference also offers some social events in its program. If you are interested, please send us a single-page proposal including an outline of your paper, also mentioning the empirical or theoretical basis and the following details: name, affiliation, postal address, e-mail address, phone and fax numbers. The application process
for the European Regional Master in Democracy and Human Rights in South-East
Europe 2001/2002 Program has started
The European Regional MA in Democracy and Human Rights in South-East Europe is established through the joint efforts of the participating universities, co-ordinated by the University of Sarajevo and recognized by the University of Bologna. The course is financed by the European Union. In the first term ( October 29, 2001 – June 14, 2002) students, after a pre-session, will be taught together in Sarajevo by lecturers and tutors from participating universities and experts from IOs and NGOs. Lectures will be held in English and attendance is compulsory. Visits and field trips to International Organisations will take place during this period. The mid-term examination will occur during the last week of the first term. In the second term (June 18 - August 4, 2002) students will serve internships in International Organisations and NGO’s which deal with democracy and human rights issues in the region. At the end of their internship students' work will be evaluated. In the third term (September 1 - October 22, 2002), students will be hosted in Forlì, Italy, where they will prepare their dissertations and attend seminars. The final examination will take place in Sarajevo (October 22-28, 2002). If they pass the exam and successfully defend their dissertation, students will be awarded the European Regional MA in Democracy and Human Rights in South-East Europe, recognised by the University of Bologna. Deadline for application: September 20, 2001 Candidates for admission should send two copies of the completed application forms (attaching all required documents) to the Law Centre OSF, Obala Kulina bana 7/I, 71 000 Sarajevo, Bosnia and Herzegovina, by September 20, 2001. Applications received will be pre-selected by representatives of all participating universities. Students will receive a mobility grant for nine months. All their living
expenses and journeys throughout the program will be covered by the grants.
