organizeaza o noua runda de selectie pentru Programul de Burse pentru Europa
Centrala si de Est (East and Central European Scholarship Program). Prgramul
este adresat persoanelor cu putere de decizie din cadrul institutiilor,
organizatiilor si agentiilor din Romania care sunt implicate in procesul de
reforma, domeniile de aplicare fiind: politici publice; administratie centrala
si locala; democratic leadership; local self government; finante-banci;
strategii de sanatate publica (administratie, management sanitar, asigurari de
sanatate, nursing); dezvoltare economica si regionala; reforma educationala si
realizarea curriculei; organizatii neguvernamentale. Sunt eligibile pentru
ECESP persoanele care au varste cuprinse intre 23-45 ani (pentru programele de
administratie publica centrala si locala) si 25-45 ani (pentru toate celelalte
programe), sunt absolventii unei forme de invatamant superior (nu se aplica in
cazul candidatelor la programul de nursing) si au un minim de doi ani experienta
profesionala, de preferat in institutia in care activeaza in prezent. Toti cei
care aplica trebuia sa aiba cel putin cunostinte medii de limba engleza.
Detinerea unei Diplome de master sau Doctorat constituie un avantaj. Ultima zi
pentru depunerea dosarelor este 16 noiembrie 2001. Pentru formulare de aplicare

Centrul de Asistenta Rurala (CAR)
Programul de training pentru administratia publica din mediul rural derulat
de CAR intentioneaza sa imbunatateasca capacitatile organizationale si
individuale ale comunitatilor din mediului rural. Programul va oferi o sansă
persoanelor din administratia publica locala din comunitatile rurale sa-si
imbunatateasca, spre exemplu, abilitatile in rezolvarea unor probleme urgente.

An exciting fellowship opportunity is available at The George Washington University's Elliott School of International Affairs. The C.V. Starr Foundation will award three fellowships to mid-career professionals from developing countries in Eastern Europe, Russia, the former Soviet Republics, Africa, Latin America and South Asia. The fellowships cover all tuition, fees and living expenses, equivalent to approximately $35,000. Fellows will pursue the Master of International Policy and Practice (M.I.P.P.) program during the 2002-2003 academic year. The M.I.P.P. is an intensive, one-year degree program for mid-career professionals with a flexible curriculum. It prepares international affairs professionals to understand complex global trends, analyze and forecast international events, and think and plan strategically in a global environment. Candidates can concentrate on a wide range of related subjects including international business, economics, politics, development, security policy, or science and technology policy. M.I.P.P. candidates may also choose to study the dynamics of a particular region, such as Latin America or Asia, or the international aspects of U.S. policy. The Kokkalis Program on Southeastern and East-Central Europe awards fellowships to enable individuals with outstanding intellectual promise from its region of focus to pursue Master's degrees at the John F. Kennedy School of Government, Harvard University. Eligible to apply for the 2002-2003 Kokkalis Fellowship Program are natives of Albania, Bulgaria, Greece, Hungary, the former Yugoslav Republic of Macedonia, Moldova, Romania, Turkey and the Federal Republic of Yugoslavia, who are applying to one of the following degree programs at the John F. The Academy for
Migration Studies in Denmark (AMID) is launching a Visiting Fellows' Programme,
open to researchers from other universities around the world for periods
of 1-4 months. The fellowship covers travel and a monthly stipend.
Successful applications will be in residence at Aalborg University, although
stays at other AMID partner institutions in Copenhagen and Aarhus may be

The Southeast Europe Youth Leadership Institute invites you to apply for
the opportunity to participate in an intensive, challenging 4-week study of
civil society in the U.S., beginning late June, 2002. During this month, while
staying at a university campus near the U.S. capital, participants will:
-- engage in several small, intensive group workshops, focusing on the
skills of advocacy, negotiation, investigation, and leadership.
-- study and practice debate -- explore American culture through visits to area attractions, home stays with American hosts, and interaction with American students. To be considered for this program, applicants must first be selected to participate in a local 3-day leadership camp in January or February, 2002. Students will attend the camp in their own area. Local camps will be held in Bulgaria, Romania, Macedonia, Montenegro, Kosovo, and Serbia. The local camps will bring together secondary school students and teachers/community leaders who work with youth for a variety of team building and leadership activities. (The student/teacher ratio will be approximately 5:1). Participants will explore the roles and responsibilities of the individual in a civil society and develop concepts for local community service projects. Approximately 50 participants will be selected to attend the local leadership camp in Serbia. About one- third of these participants will be selected to attend the 4-week U.S. camp. Those not selected to continue the program in the U.S. will still benefit from the local camp experience by developing leadership and group interaction skills, and by working with other local youth to develop ideas that will benefit the community. Because of the rigorous nature of the SEEYLI program, participation in both the local 3-day leadership camp and the continuing summer program in the U.S. is highly competitive and selective. There is no charge to apply to the SEEYLI program. Likewise, there is no charge to participate in either the 3-day local camp or the 4-week program in the U.S. Transportation and lodging will be provided. Participants in the U.S. program will also receive a modest per diem allowance. Students who are eligible to apply for possible participation in the 4-week U.S. SEEYLI program must: -- be born between January 1, 1984 and January 1, 1987 (A preference will be given to students who will graduate from high school no earlier than Spring 2003). -- be proficient in English (SLEP test will be administered to all qualified applicants). -- have a valid passport from their country of residence. -- have parental/legal guardian approval to participate. -- submit a complete application, including photograph, transcripts and letters of recommendation, by November 15. -- be able to attend a local 3-day leadership camp in early Winter, 2002. -- be able to spend 4 weeks in the U.S., Summer 2002. Teachers/community leaders who are eligible to apply for possible participation in the 4-week U.S. SEEYLI program must: -- be proficient in English -- have a valid passport from their country of residence -- submit a complete application, including photograph and letters of recommendation, by November 30. -- be able to attend a local 3-day leadership camp in early Winter, 2002. -- be able to spend 4 weeks in the U.S., Summer 2002. How do you apply?
-- Complete an application form, in English. Applications must be hand-written by the applicant. Attach a recent photo to your application. -- Submit 2 letters of recommendation along with the application, using the forms available with the application. Students should submit one letter from a current English teacher and one letter from another current or former teacher. Teachers/community leaders should submit one letter from a colleague and one letter from a supervisor. -- Students should also include secondary school transcripts showing coursework taken and grades earned. The Ron Brown Fellowship Program offers fully funded two-year degree
programs at the Master's level, (excluding law, which is one year, or one-year
non-degree professional development programs). The program does not support
Ph.D. studies. Eligible fields of study are:
